It is the Japanese traditional festival that was developed in the middle of the Edo era as the poetical feature foreboding the arrival of winter. This is an annual festival held in November on the 'Day of Cock' by Otori Shrine in Nerima. Originally, the Cock Fair was celebrated to sell rakes for practical use as a kind of agricultural product.
