Description:
Immediately in front of the congress building, is a 3-hectare open space comprising three adjoining plazas. The Plaza itself is dominated by the Monument to the Two Congresses, which is known for its adjoining terraced fountain and its bronze Neptunes, the scene of light shows, and the accompanying music by George Gershwin and Jacques Offenbach. The monument honors the congresses of 1810 in Buenos Aires and 1816 in Tucuman, both of which led to Argentine independence.
